The quirk: Dual currency (CUP + MLC) + USD restrictions
What's going on
Cuba unified currencies to CUP in 2021 but introduced MLC (Moneda Libremente Convertible) for foreign goods. USD has surcharges. Euros + CAD are best.
The smart-traveler strategy
- Bring euros or Canadian dollars cash — USD has 10%+ penalty when exchanged.
- Credit cards from US banks DO NOT WORK (embassy block) — must bring cash.
- Resort areas accept euros directly; small businesses CUP only.
- Smaller bills better — change is rare.
